The distinction lies in showing harm versus mere distraction. A child enjoying a game isn't evidence of neglect. I once had a son who entered after napping, and he was watching GTA while I dealt with police chases (he couldn’t hear them). When I turned it off, the next day I faced my son at school about him pretending to be a cop and robbing police. He acted just like I did when younger. Now consider the parent whose child is being accused of neglect simply because they play games or talk about certain topics.
