It is dangerous to keep a PCIE cable connected to the PSU without being plugged into anything while using the PC.

If it posed any risk, then why would non-modular PSUs be allowed because they often have unused PCIe cables nearby? Ensure the connector isn't touching the motherboard and you're fine with leaving it unchanged.
