I really don’t get why everyone is rushing these updates. They’re being postponed for 75 days so Microsoft can fix all the issues. I’m sticking with version 1909 until things stabilize, and there are reports that 2004 will be stable.
You attempted to update the latest sound and GPU drivers, fully removed the graphics card drivers, then reinstalled them again. For Nvidia GPUs, selected the advanced option to perform a clean installation. Restarted your system and checked if the issue resolved.

Yep, this is what I did when I described reverting it fixed the stutter issues but I'll mark that as answer for posterity since that is what ultimately solved the issue. Thanks everyone!
