The components for the graphics card and the BIOS version of the motherboard are unrelated. You can use a 5600 XT with any BIOS version for that motherboard.

You could use a 5600XT with a Pentium 4 if your motherboard supports a PCIe 16x slot. Just ensure you install the latest BIOS updates occasionally, and keep drivers up to date as well. (Bios and drivers are unrelated topics.)

Sometimes yes, but other times you'll need a BIOS upgrade to support newer graphics cards. In my mind, an M5A99X EVO won't work with anything newer than an HD 7000 series unless you install a BIOS update.

It's common to notice this on AMD boards from about 2010. It's not typical anymore and rarely documented. I've seen cases where a new GPU needs a different BIOS, which explains why some laptops can work with almost any card while others are strict about the original.
