Basically you have a internet provider that has to go through a different pipeline, if one is overloaded it tries a new one, and as the last resort it chooses the third one. Do you get the 98 when nobody is on? Is 110/150 During the Midday?

This service really dominates the market; most people in my area and across the nation rely on it. I usually experience it around 150 to 90% of the time, regardless of the hour.

Most U.S. states offer limited choices, often just a couple of options, and in smaller regions you typically have just one. You're definitely not the only one facing this situation. It seems like they're mainly giving you basic connections.

im in a country called Trinidad. and i pay 50US for this connection. (converted from TT) This is a real bummer

You're performing well overall, but most connections stay under 10 Mbps. The main factors affecting speed are server location and distance. If you're not nearer the servers, your latency and ping will increase significantly.

I have local contacts using various ISPs that experience around 60-70ms latency when connecting to the same server. I thought I could persuade my ISP to improve the connection since they are my only option.

It might be your router, modem, or the connection line that’s being compressed. Are you connected via Ethernet or using Wi-Fi?

I'm all set and my router is working properly. This is what I'm saying since others on the same ISP across the country are also experiencing the same issue while playing the game.
