Typically my RAM performance is around 70%, but it's now at 110%—though the latency has doubled. This happened after I increased my CPU frequency from 4.7 to 4.6 GHz, without changing my RAM settings in BIOS. Isn't lower latency better? It just surged up 40%, so I reset the PC and checked the BIOS, but it still lands at 110%.

The numbers here don't follow a straight-line relationship and can be freely modified by the user (for example, CPU performance scaling that favors fewer cores during a recent change sparked much debate).

Adjusting the CPU speed reduced latency and likely altered the divider. Raising the speed cuts memory latency while boosting read/write/copy rates. A 100MHz setting on Ryzen is clearly perceptible. The benchmarks you're using aren't reliable—they don't consistently yield the same results each time. This pattern often appears when running the Memory latency test multiple times, with the first three runs showing improvement in latency.
