CL stands for the initial value here, which is 18. The complete collection is called primary timings. Similar to CAS Latency (CL), a lower number is preferable. But timings describe the clock cycles needed, so quicker RAM with higher timings can still offer lower latency. For instance, DDR4-3000 CL 16 is slower than DDR4-3800 CL18 when measured in latency because 18 cycles at 1900MHz take longer than 16 cycles at 1500MHz.
right so for example 3600mhz CL 18-20-20 is okay ? Also will my mobo and cpu run it at that speed ? Also should i search for 3200mhz CL16 or 3600mhz CL18 when they both have same latency 10 nanoseconds ? is there any benefit to higher mhz ram with same latency as lower mhz ? Cuz im not sure that the i5 9600k will run 3600mhz ram my mobo on website says its up to 4000oc+ mhz but will cpu run it 3600mhz ?
Intel typically performs better with faster RAM than AMD, making a 3600 compatible with a 9600K setup. Whether it's worth the investment depends on your current setup. Do you already have RAM? What speed and timing are you running now? Higher speed paired with similar latency is preferable, since latency isn't improving while memory bandwidth can still help. Bandwidth matters more for some games than others, but it does improve performance overall.

Based on the RAM QVL I reviewed for your motherboard and the capabilities of your CPU and board, the ADATA XPG Spectrix D60G 3200mhz CL16 was the correct match. That was the model listed on your compatibility list. As far as I remember, you were considering whether to go with CL14 or not after finding one at a similar price point.
