Here’s a clearer version of your situation:

In my home network, I have several computers and peripherals that typically download around 500MB per second according to Speedtest.net. However, when the Alienware Area 51 PC is connected and then turned off, my download speed drops significantly to about 1Mb/s. When I restart the Alienware PC, the speed returns to normal. The issue only appears when the PC is off. Can anyone explain why this happens?

Check the modem directly—avoiding all switches might indicate network overload at the source. Test throughout different times of day using identical configurations. Do you have a 10GB Ethernet device available?

You could still connect to Wi-Fi even when the PC is turned off if it's powered on in standby or sleep mode, or if a network adapter remains active.
