Hello everyone, two days ago I experienced typical frame rates on my new PC, which I’d consistently achieved since purchasing it. Following a gaming session, I powered down the computer and went to sleep. The following day, upon restarting, I launched Call of Duty: WWII and encountered reduced frame rates accompanied by noticeable stuttering, as documented in this video: https://youtu.be/8vaBLUq9yOw. I’ve exhaustively investigated potential solutions, including a complete Windows reinstallation, updating drivers, physically repositioning the graphics card, reapplying thermal paste to both the CPU and GPU, and verifying that the game is installed on a separate SSD or HDD. Interestingly, the severity of the stuttering increases as graphic settings are lowered. All hardware components are now running at their default clock speeds after I reverted to factory settings; the CPU maintains temperatures between 30°C (idle) and 55°C (gaming), while the GPU operates within a range of 40°C (idle) to 60°C (gaming). My system specifications are as follows:

Operating System: Windows 10
Processor: i7-8700k (6 cores, 12 threads, 3.7 GHz)
Graphics Card: RTX 2070 (8GB)
RAM: 32gb Corsair Vengeance RGB

I suspect the graphics card may be failing, but this issue only arose after a standard shutdown procedure. Any guidance would be appreciated. Thank you!

A temporary solution only; it’s not lasting. I’ve assigned CPU cores 0, 1, and 2 using affinity settings, resulting in smooth gameplay at 144 frames per second. However, this adjustment needs to be repeated every time the game is launched.

I disabled Hyper-Threading in my BIOS settings, and my games are now running smoothly without needing to adjust CPU priorities.
