I experience this frustrating delay it feels like quick jitters, in this clip it’s extremely poor but in other titles like Battlefield 4 and even older games such as Half-Life 1 it still happens but less often. Hardware: i5 4670k (not overclocked), Asrock B85m Pro4, G Skill 8, 8 GB RAM, GTX 670 (used but not new), second-hand HDDs that have been running for about four years! Probably those drives are the issue. This wasn’t a problem when I first set up the PC and I’ve already reinstalled Windows once due to an HDD issue.

I don’t perceive the delay you’re referring to.

Review the video for yellow graph spikes and repeat that segment with the spike. It's very clear. Consider a clean reinstall of drivers.

Examine the yellow chart and the FPS displayed in the upper right corner of the video. It decreases and then jumps, becoming very obvious during playback.

Also, I noticed he made a video with rapid explosions every five seconds. Could you find a version without that frequent detonation, like screen shake instead? It seems the spikes are noticeable. What drivers are you using? Maybe older, more stable ones would work better.

Check your device specifications, visit the manufacturer's website, or use a system update tool to locate the latest chipset information.

Navigate to your motherboard product page, and it will appear in the drivers section.
