I've experienced an odd issue over the past year that's really bothering me. It needs some clarification. Pressing the left shift key produces this output:
! " £ $ % ^ _ +
Q W E R T Y U I O
A S D F G H J K L ~
| Z X C V B N M < > ?
Pressing the right shift yields:
! " £ $ % ^ & * ( ) _ +
Q W E R T Y U I O P { }
A S D F G H J K L ~
| Z X C V B N M < > ?
The left shift isn't displaying some of my upper row of numbers and letters.
It's not the keyboard problem, since I bought a new one recently. The issue persists on both Windows 10 and 11, but I'm currently using Windows 10 again.
Really, what's going on here?

Verify the language configurations in Windows. There are likely two languages configured. Choose the correct one if needed.

There aren't many special modifier buttons, though they generally influence left and right shift at least on ANSI keyboards (you have ISO). What happens if you switch NumLock? There might be a BIOS setting that sets NumLock to "on," which reclaims some regular keys into a tenkey (and with Shift the arrow and navigation keys, which you likely would've noticed). Or there could be a key combination in certain PC brands, similar to Scroll Lock. Windows actually has Fn + F11 for that one.

@KingLoki
only UK English is installed here, no other conflicts.
@BFG-9000
I attempted to check the BIOS but turning off numlock didn't help with my shift keys. This issue began about a year ago, likely after a Windows update. Since then it's been consistent.
I've also tested a live Linux Zorin version, and my keys function properly there.

Full system hardware specifications and OS details?
Check if the correct keyboard drivers are installed.
Attempt to reinstall them by downloading directly from the manufacturer's website. Install, configure manually—no third-party tools required.
If files appear damaged, execute "DISM" and "sfc /scannow" for repair.

Launch Device Manager.
