I also carry drops with a 4790k and a 970; they're uncommon, though they do occur occasionally.

I played League of Legends on a Dell ATG laptop equipped with a first-gen i7 and first-gen Intel HD Graphics at a consistent 60FPS with medium settings and shadows off. Have you attempted a reinstall?

Yup, i did. I already tried turning low graphics and stuff. In some teamfights with a bunch of animations (SONA! :x) I drop down to 30, which isnt really enjoyable. Turning down graphics settings didnt solved the problem yet.
