I turned off Windows updates temporarily because they say files are being deleted. Now the installation keeps running and demands a restart. It says it’s installed in the update log but keeps failing on reboot, so it’s trying to re-download everything again.

Consider restoring to a previous save or booting into safe mode to install the Windows media creation utility and attempt an update. Also, check if Windows 10 offers an option to remove pending updates in the settings menu.

Visit the Windows update history log to identify any errors associated with it. Search for the error code online, and you should usually find the explanation and fix. I was repeatedly updating in a cumulative version that kept failing. After checking the code, it turned out my 'hidden system reserved storage' was below 500MB, which caused the failure. I increased the threshold and it resolved the issue. It can be frustrating, but with patience most problems are solvable.
