It's common across multiple locations, though it becomes bothersome occasionally. It could stem from a monitor issue or an electrical fault. Many believe power surges might be causing the screen distortions, but it seems to affect phones more than PCs or consoles. On RDR2 you notice missing areas and sudden pop-ups. My monitor sometimes flashes white. I've replaced the graphics card several times. Moving the computer to another room didn't resolve the problem. The only fix was reducing mouse lag, not eliminating the pop-ups. The most noticeable issue appears near a tower in the house, resembling flickering pops.

As discussed, your device won't affect the pop-in during recordings made by someone else. It's likely unrelated to your setup or the person editing the video. This isn't due to power issues or personal problems—it's more about how game assets are handled. Your monitor's flickering is a separate concern.

These games you talked about often have pop-ins issues... except CSGO. Could you try playing them and see if the problem continues? I don’t have any pop-ins in this game—I notice the same thing on both my PC and phone. It might be related to the game engine or graphics driver, possibly a shader cache issue. You could run DDU to check your driver and reinstall the newest one from AMD’s site.
