Java files won't open?

I'm trying to get Minecraft mods back again, and I just reset my Java settings to install Forge. But every time I try to run Forge, nothing happens at all. I checked the "open with" path, tried running it from command prompt, made a .bat file, used jarfix, but nothing worked. Any advice?

I did a fresh download, ran the command prompt again, and now it looks like the problem is gone.

I redid the download and ran the command prompt over and over, and that seemed to fix the problem for me.
