It seems you probably have a task scheduler configured to launch your browser at startup, which ensures it runs automatically upon reboot. After rebooting, your browser will load the tabs from previous sessions, and playback should continue as expected.

It's a desktop and I ended it by pressing Shutdown in Windows.

Consider verifying the sign-in information option. Enabling this feature after an update or restart in Settings > Accounts > Sign-in Options can allow Windows to log you in automatically each time you turn on the device. If a YouTube tab was active before shutdown and your browser auto-opens it upon login, this may cause the tab to launch repeatedly.

The computer appears to shut down completely with no lights, which might indicate a full power-off. Consider whether this is normal behavior.

When you power up after sleep, your session remains active but is protected by a lock screen that prevents unauthorized changes. To keep your downloads or other data running, simply press Win+L to wake from sleep or use the password screen. If music is playing, the same rules apply. To shut down your PC, choose between two options: either disable Fast Startup (which may cause a hibernation instead of a full shutdown) or turn off the feature entirely through Cortana settings. For a full shutdown, navigate to Settings, select "Power," and disable "Turn off fast startup." Remember to save your changes before restarting.

I tried turning off fast startup but it didn't fix it. I just wonder if it is something that I should be worried about? It doesn't really bother me aslong as it doesn't mean that something ia wrong.
