I haven't overclocked before, but I'm interested in giving it a shot. I just used the OC Genie in my BIOS, but my fans began spinning extremely fast and I encountered BSODs before even starting a game. I'm not sure where to begin with overclocking and would really appreciate any advice! Also, my system reports the CPU at 3.6GHz while HWMonitor shows it's at 4600MHz—this discrepancy is confusing.

It would be best not to attempt this with that low-quality VRM board. The device is likely a 6-phase unit, and I suggest using a more robust 12-phase board for overclocking a 9700k. I wouldn’t recommend going for a 8700k or an 8600k either, though that’s just my opinion.
