If the fans are secured with clips and act as the sole barrier for the RAM slots, consider lifting the obstructing fan slightly more if it fits within the case.
3600 CL18 performs slightly better technically, but any real difference is hard to spot. In practice, I’d pick the cheaper option and consider boosting it if needed. As mentioned before, you can always push it to overclocking, though for a workstation it’s usually best to skip that unless you’re willing to risk.
