You're just using Windows 8.1 at a budget price. For a modern feel, consider programs like Rainmeter or other customization tools. No need for a start button replacement—just tweak the interface to suit your taste.

The 8.1 1 upgrade is required to keep updates coming from next month. Most Windows 8 apps aren’t available, but with just one update you can save your favorite programs to the taskbar if you want.
