I have been dealing with FPS hiccups/drops since I build my first PC back in 2017. Almost every, depending on the area or game. I lose at least 1-20 fps every 5 seconds. I have literally done EVERYTHING you could think of doing to fix it. It's not the OS, all my parts have been replaced (except the CPU), and I thought I had it fixed when I messed with the LLC (someone told me to change it form auto to normal to see what that would do) and still the issue persists.
Here are my specs:
i7-9700k
Gigabyte Z390 Aorus UD
EVGA RTX 2080 SUPER
2 140mm be quiet PWM fans on front of case, 120mm for the exhaust on back
Fractal Meshify C case (think thats how its spelled)
be quiet dark rock 4 cooler
Samsung 860 ssd
Samsung 980 pro nvme
Toshiba 2TB HDD
Corsair RMX 850 gold rated
I have done many benchmarks, overclocking, tuning the BIOs, updated all drivers, reinstalled drivers, reinstalled Windows 4 times even tried W11, reapplied thermal paste on CPU, took out fans and made sure they were air flowing correctly, uninstalled old nvidia drivers through safe mode.... If theres anything I haven't tried please let me know.
I also tweaked with Windows such as NVIDIA control panel, power options, page filing, messed with all graphics settings you can think of
I just wanna play my games in perfect performance, at this point I feel like I am losing my mind! The only game I have NEVER had issues with is Left 4 Dead 2, and Dying Light 1. Every other game I play (even really old ones) have this FPS issue. If you have any ideas or tests I should take to figure it out I am all ears. I am about to just go get an AMD CPU at this point.

One thing you could try that you haven't mentioned, have you tried disabling the lower power states for your cpu in the bios?

Honestly, I've experimented with various things and don't even recall if I did or not. I turned off Intel Tubro Boost, adjusted my CPU's frequency to its base clock, and disabled multi-core performance. I'll check this out when I get home from work and will let you know the results.

I recall now, while reviewing my tasks, that I disabled C-State in the CPU tweaking. It showed a downward arrow. Probably didn’t fully turn it off. Any further advice?

It worked somewhat. I played Fortnite and Dying Light 2 with only slight fps drops. Just normal gameplay interruptions. Dying Light 2 isn't very well optimized either. I plan to try Elden Ring when I get home tonight. Thanks for the recommendation.

Can you figure out which game engine your games are built with? Some, like Unity, often experience FPS issues together with stuttering, so you might need to either modify them or wait for updates (which usually don’t happen).
This is exactly what I face—I’ve had it happen with any Unity game, even simple 2D titles. My CPU is an i7-7700 and should handle it fine.
Even the newest game I’m playing, Ageless, a title that runs smoothly on basic hardware, still suffers from stuttering and FPS problems (plus a long loading screen).
