I recently assembled a new PC using existing components. During setup I encountered several issues that persist or have reappeared. The first issue is CPU overvoltage. The second problem involves the system booting briefly (10 seconds to 40 seconds) before shutting down and restarting. Lastly, when the machine powers off it fails to appear on the screen or interact with USB devices. My hardware includes an Asus Z170 pro gaming motherboard, Intel i5 6600K CPU, Gigabyte 1080 WindForce OC GPU, Corsair CX750M PSU, HyperX Fury 8x2 16GB RAM kit, a Samsung 840 EVO SSD.

Are you focusing solely on the voltage signals or are there visible signs? For the alternative concern, test another power supply or graphics card and observe its performance.
