The lowest frame rate considered smooth is 24 frames per second, not because the human eye can detect more than that. If it can't perceive more than 24 FPS, anything above would appear almost identical. The article you mentioned offers useful insights into this topic.

For games, even this might feel choppy without advanced blur techniques, which only recently became feasible. Jumps in or drops in frame rate are likely to shatter the sense of immersion.
