The motherboard model is B450-F for gaming use, and the GPU is installed in the top slot nearest the CPU.

I noticed that too. This might be the cause... 8x @ 3.0 remains quite quick, as SLIed cards typically run at 8x and perform well. But, OP, have you installed a BIOS update? Good thing AMD often gains benefits from them.

It seems your NVMe interface is redirecting PCIe lanes to 8x, which might be causing the issue.

I checked the bios and found no options to adjust the settings. There aren’t any other PCIe slots available either. Searching online confirms that running it in X8 doesn’t significantly impact performance.
