Ima get straight into the problem, my ryzen 7 3700x is stuck at 2.19 ghz no matter if its just task manager open or if I am streaming with games running. I haven't done any over clocking. I have had the system about 2 months and its basically been stuck at 2.19 ghz the whole time .I dont realy know what else information wise I should say apart from is this normal if not any clues how to fix it? Adjusted the minimum to 99 and it appears to be performing much better now at 3.49 GHz.

Support up to 4.4GHz. Did you reinstall Windows after upgrading to the 3700x? Are you using the newest chipset drivers? Restart your BIOS to the default settings.

Launch your PC. Press Delete continuously to enter BIOS. Look for an option like: Reset all defaults. Save and exit, then restart. You may also verify your current and desired CPU speeds in the BIOS again.

Press the SPAM DEL key right before rebooting, just as the PC starts. In BIOS, find the exit tab usually at the end, confirm "restore to default settings," then press F10 to save changes.
