When I power off my computer, I usually close everything, but occasionally these two applications open automatically during shutdowns. This behavior is unusual and may be due to background settings or system configurations.

Windows 10 automatically restarts programs when you reboot, especially if the app supports it—reloading the project file and returning you to your previous state. It resembles Steam. You can turn off startup applications in a flexible mode that isn't in safe mode. I believe you're entering a setting in the Start menu.
