At launch, I frequently launch my browser and occasionally the task manager. When I power off my computer, I usually close everything, but occasionally these two applications open automatically during shutdowns. This behavior is unusual and may be due to background settings or system configurations.

Sometimes your computer stays on for a while without you watching, then it starts up again without feeling refreshed, and the programs stay running because they weren’t properly closed.

It happens unexpectedly too. It seems like Windows is trying to be smart—like trying to recall what was running before you shut it down and then restarting it—but usually it doesn’t work properly.

This feature was added early in Windows 10. OSX offers a similar behavior. To turn it off, go to Start > Settings > Accounts > Sign-in Options, scroll down to "Restart App," and choose the option to save restartable apps automatically after logging out. It resembles Steam. You can turn off startup applications in a flexible mode that isn't in safe mode. I believe you're entering a setting in the Start menu.
