I run a speed test on my Samsung Galaxy S20 and get over 675 Mbps download speed. But when I use my laptop and have the phone as the mobile hotspot, I only get 35Mbps. My laptop is four years old and has 12 gigs of memory installed. It runs Windows 10 Home. The processor is just Intel® Core™ i5-8250U CPU @ 1.60GHz or 1.80 GHz.

You might have a hotspot on your phone set for 2.4GHz. Look at where you set up the hotspot. Change it so that 5G is chosen instead of 2.4 GHz.
