You received your MB from the RMA and rebuilt it. Upon restart, you noticed a desktop.ini file appears. I see, but I don’t remember seeing it before and you mentioned keeping the original hidden version as recommended. That’s a bit puzzling—why would you have it there?

The desktop.ini file is consistently present, created automatically by Windows.

It's merely a configuration file, you can view it directly to check what settings are assigned, such as folder icons and other parameters.

I agree; you're likely displaying hidden/system files. Tick the box in File Explorer: If it remains there, until this box is cleared.

I've verified the checkbox is selected, so it's unlikely that's the issue. I do display hidden extensions and concealed files, yet I haven't interacted with any operating system files. Could it be Windows is getting ready for a significant update? I'm using an older version, and I initiated the process in 1903. It also launches during startup with just three lines and two DLLs, possibly related to shellclassinfo?

The information in desktop.ini is normal. The file isn’t a concern. I can verify that checking the box for hiding protected operating system files is selected, yet the file remains visible.

Someone recommended using a command prompt to conceal it, which they didn’t mislead me from. It’s curious it appears now. Honestly, I’d likely need to upgrade to at least version 1903...
