It seems like the problem might be related to your motherboard. Everything works when you power on, but something is off now. You've been using this PC for about a year and a half with the specs you provided. The issue started recently. I'm not sure what's causing it or how to fix it.

Based on my observations, a BIOS flash often causes more damage than trying to repair the issue. If you don’t spend much time in the BIOS, you might skip it. It still functions when needed. My thought is it could relate to the beginning of VRAM or the motherboard itself. The BIOS and startup screen use relatively little VRAM, which might mean a problem there isn’t detected during normal operations. Or maybe your motherboard is sending unusual signals once it powers up.
