It follows how DirectX functions. Each time you reduce the view or alter settings that prevent CS:GO from running in full screen, the graphics system essentially stops rendering, freezes briefly, and when you restore it, it must reload all textures again, leading to stuttering. You can try switching the display mode to "fullscreen windowed" as a temporary fix.
