I just attempted to place my hand on the heatsink while playing Ac Origins and accidentally touched it, causing a shock from the laptop's heatsink. I’m not sure why this is happening—I know heatsinks shouldn’t carry power, so what’s going on? Please help.

without grounding, components tend to rise in voltage, causing the laptop's heatsink to sit at higher levels. since there’s no path for current, a sudden surge will drop the voltage and recover gradually. if your power supply is switchable (can be plugged in either direction), try reversing the connection based on the charger’s layout to affect charge storage.
It could be resolved by using a short copper wire and linking the heatsink to the laptop's ground connection.
