I own a Dell G3 3590 equipped with an i7-9750H and GTX 1660Ti. Recently, I replaced the heatsink and fans. Yet, during the evening, the system overheated again and the CPU behaved strangely—especially under heavy tasks like gaming. Before the heatsink was installed, my clock speed exceeded 3GHz. After replacement, it dropped below 1.5-2GHz. Dell advised replacing the motherboard and heatsink, and the system would shut down afterward. I’m curious why the CPU speed suddenly halved. EDIT: The fan reached full speed when installing Factorio.

When it gets too hot, it reduces the core voltage and speed to avoid damage (the board stops working).

It seems a new employee at Dell missed applying thermal paste during the installation of the latest cooling system.

Your CPU is operating at approximately 2.6GHz during startup, which is typical for its performance level. The temperatures should be within normal ranges unless there are signs of overheating.

It’s clearly overheating. If your machine starts up, attempt to install a tool named HWMonitor and verify CPU temperatures. When idle, it shouldn’t exceed 40°C unless you’re in an extremely hot environment. Any reading above 50°C while inactive indicates a likely missing thermal paste application.

If you're unfamiliar with thermal paste, think of the CPU—the main component inside your motherboard. It generates a significant amount of heat and needs effective cooling. A heatsink is typically attached to it, often paired with a fan to dissipate the warmth. Various types of heatsinks exist, but simply sticking metal plates together won't transfer heat efficiently due to air gaps. Thermal paste fills these gaps, creating a better connection for heat flow from the CPU to the heatsink. Skipping thermal paste can severely impact performance; your computer will struggle even at low loads if temperatures remain high. In such cases, it's crucial to address the issue promptly and get the device serviced.

When powering on, the i7 variant increases its speed beyond 3.5GHz. In this condition, even with all cores operating, they don’t exceed 2GHz and fall significantly below the lowest clock speed, around 700MHz or less, sometimes much lower. Temperature stays between 70-90°C during idle.

I usually experience a temperature around 54 degrees, since it's warm in India. Even with regular use, it stays between 99 and 100. The thermal paste was already applied to the new heatsink.
