I really don’t understand what to do right now... - I can’t format any HDDs since they’re already running operating systems. - I own a legal Windows 7 copy, but I can’t turn it into an ISO because the free versions aren’t reliable. - I can’t boot from a USB because none of the programs let me convert simple files into an ISO. I’m open to deleting everything. I just want to keep one HDD with data and it doesn’t have any OS installed, so that’s okay.

Clear all files, it looks like you can work with Ubuntu and simply load an ISO from there. This seems convenient because you can delete it once you're done, making the process easy.

Place Elementary OS on a USB stick, start it and use Parted Magic to format it.
