Have you explored another browser? Quiet fans during idle are straightforward. Unless you've designed a custom fan profile, standard fans tend to be quite strong.

tried using chrome with about 70% cpu usage and gpu around 50-60%, the upgraded 1660 super handled playing helldivers 2 at medium settings smoothly while watching opera without issues (though i can't recall the exact cpu model).
