Consider consulting your motherboard's manual or instructions to understand the meaning of the orange light. These signals help with troubleshooting. Also, compile a list of your specifications, such as the motherboard and power supply unit.

Reminder for later: the i7-10700F is an unlocked CPU, so it doesn’t support overclocking. With a Z590 board you’ve likely spent more on the hardware than needed, offering little real benefit. Your budget seems focused heavily on the CPU and SSD, but not enough on the GPU. (Unless you really need an i7 for CPU-intensive tasks, you can skip this section)

I picked model z590 since a previous choice was unavailable due to stock issues.

This says hybernation issue to me. Some years ago microsoft started semi-lying about shutdown and startup because their machines were lots slower to start up than eithe Linux or max. So they faked it. The machine often doesn’t really boot when it boots, it hybernates. The data in the ram is stored as a file. You can force a real boot by iirc [option]+ shutdown. Or something. There used to be a way to do it at least. It’s not a fox because something is getting messed up, but it may be a usable work around

Gah. Posting as a ninja helps fix many issues. It’s usually recommended to disable XMP before starting any troubleshooting.
