Whenever I power on my computer, I need to turn off and back on the Ethernet card (built-in) just to get a connection. There might be another issue with my powerline adapter causing this problem.

I believe the powerline adapter is the source. Can you attempt a direct connection from the router/modem? That way, we can confirm if it's the powerline device.

Start by locating the root cause and removing each variable by testing the Ethernet adapter directly on the router. If the issue remains consistent, consider uninstalling and reinstalling your drivers.
