I've set up a new rig with these specifications: an i7 9700k processor, RTX 2070 graphics, 16GB of RAM at 3200MHZ. The display is 1440p, and I'm using Ultra mode in RDR2 while playing at the camp—early game level. My frame rate stays around 50fps unless I'm looking directly at the floor or sky. Have you noticed this performance dip? It seems to be specific to this part of the game, but it could also point to an issue with my PC. Your GPU is operating within normal parameters, but I suggest you consider enabling ultra-low latency mode.
Have you noticed gamers nexus benchmark for RDR2? TLDW: You probably need to adjust your FPS limit to around 100 or 120. Not certain, but it’s doable. Check out the video. Your CPU has a bug in Rockstar’s engine leading to stuttering, though not low FPS. It might be a different problem. From what I understand, you’re only about 10 fps slower than expected? Have you tried disabling shadow play? Sorry if I’m mixing things up.

At 1920x1080 resolution, it’s running at the lowest settings and only achieves around 50 FPS. The GPU temperature stays between 57-60°C, and usage peaks at 97-99%. Interestingly, your older i7-3820 with a GTX 1080 manages 60-80 FPS on high/Ultra settings with some adjustments. It seems the 2070 Super isn’t delivering the upgrade you expected.
