Verify your Wi-Fi/BT settings are active in the BIOS. Powering down the PC, disconnect the PSU via the switch, unplug it from the wall, then hold the case front panel power button for 30 seconds. Reconnect everything and restart the system, then verify device manager. Let me know if you need further help.
I don't understand how it functioned initially, but it did. Restarting it previously failed, yet it succeeded this time, which is curious.
I created a full account just to express my gratitude for this advice. I believed I damaged my Bluetooth chip by shutting down my PC, but it actually helped.
This method functions due to a system cache that persists after shutdown. Disconnecting the power fully and keeping the power button pressed drains energy from the capacitors storing the cache. When the power runs out, the cache is cleared. Likely, corrupted data was being saved, and removing the power reset it.
I attempted to shut down the PC, disconnected the PSU, unplugged it, and kept holding the power button for 30 seconds several times, but it didn't work. What helped me was keeping everything plugged in while the PC turned off. Then I held the case power button for 45 seconds. The PC came back on but shut down again. After that, I pressed the case power button and the screen loaded to the American Megatrends display with all hardware detected. Bluetooth devices functioned immediately. I left this note in case anyone is seeking other options.
