I just shared an unstable OC on my 5950x (see the link), then removed the AutoOC AI Suite and set PBO with +200 in Max CPU Boost Override. Now I see all cores running at identical speeds, which is unusual. Previously, even single-core tasks like Cinebench R23 didn’t affect individual cores. There’s no boost happening despite PBO being enabled, and I’m wondering if all-core should only reach 3.6 GHz under load. It seems the boost isn’t activating properly. Also, at full load, all-core is capped around 4.4 GHz, which doesn’t match what I expect. The temperatures are stable at 65°C, so it’s not thermal throttling. Thanks for your help!

The CPU's rated base speed is 3.4GHz, while 3.6GHz adds 200MHz above it. It seems this adjustment isn't random—likely because PBO is overriding the boost setting and increasing the base speed by that amount. If you're unsure about previous changes, jot down any overclocked parameters such as RAM clock speeds. Resetting your motherboard to default settings can help reset these changes. Then you can retry the process from the beginning.
