Servers in the US are governed by US laws regardless of the company's location. Whether based in the US or elsewhere, authorities like the FBI can easily obtain a warrant to access such servers. Past incidents, such as the NSA being found with equipment in an AT&T data center, highlight potential risks. I wouldn't rely on any VPN service located in the US for illegal purposes.

You weren't specific about your access restrictions when mentioning IPs outside the US, whether with or without the VPN. You clarified you relied on a VPN due to concerns about the guest network and assumed US-based servers would resolve the issue.

The servers might be located in the United States, yet Proton's infrastructure uses direct hardware and full disk encryption. When their server is located in the USA, they must adhere to U.S. regulations (applicable only to those servers). Their Swiss status is irrelevant in this context.

They are allowed to enter the data center and operate the servers without needing company approval. Their sole requirements are legal backing such as a court order or the Patriot Act. With physical access, they could easily monitor traffic and perform surveillance.
