They seem to have been doing this before Windows 10. The NSA probably handles things however they wish. It’s hard to be fully secure with any operating system. (Except perhaps Tails.)

Wow, Windows 10 is really powerful but frustrating at times... switching to Linux was a great decision!

My laptop runs Windows 8.1 for school. If I ever need an upgrade, I could visit my college and buy Windows 10 for just $20, right?
