It's okay to verify, but Windows usually manages that on its own. The issue might be it isn't focusing on a background game while giving more importance to another running one. Also, switching tabs out of a game to open Task Manager can briefly lower its priority. It should automatically boost its priority when active.

SC2 feels light because it was likely built for fast-paced eSports play. XCOM works differently—it doesn’t need instant reactions since it’s a strategy game with pre-planned actions during enemy turns.

Starcraft 2 appears to require less effort to reach its maximum settings compared to what I initially expected. However, it's worth noting that this game is part of The Bureau: XCOM Declassified, which differs from the turn-based styles of XCOM: Enemy Unknown and XCOM 2. Despite this, I remain fairly confident that the game has relatively modest system requirements, though I haven't verified that yet.
