The Wi-Fi signal from upstairs is weaker because of the distance and obstacles. Moving it closer to the desk downstairs helps improve the connection. Even if the printer or computer is off, it can still affect the signal. When both devices are on, the Wi-Fi strength may decrease further.

They won't disrupt the signals. Placing the router near a metal container or beneath it could affect signals in that area, though it should be fine elsewhere.
