Both the app and the Steams servers use the same algorithm to create codes, with each user having a unique one linked to their account. When your phone produces a code, the Valves server will generate the identical code as yours. If your entered code matches what the server outputs, you’re in.

When you input it into the Steam app on your PC, the system verifies the current time according to your timezone and may create unique accesskeys between 3 PM and 4 PM that day. It then checks if your entered key matches any of those generated possibilities. This process relies on consistent key generation logic across both the app and the server.
