Unless you're keen on adjusting the settings, it seems unlikely to be worthwhile. For me, it is. My CL14 3200Mhz B-die kit is presently operating at 3600Mhz with a frequency range of 14-16-16-30 and around 1.5V. I've managed it pushing up to 4000Mhz with settings 16-18-18-34. If you're not just willing but also enjoy experimenting, then yes, technically it could be better. However, from a cost versus performance standpoint, the more affordable choice is usually preferable.
Oloy has a 2x8 3600 14-14-14-34 1.4v build for 160 CAD with shipping. I almost purchased them multiple times, probably thinking they’d work well. I’d probably just use the RAM instead. I’m not familiar with Oloy yet, but those parts really appeal to me at this price.

Unless you plan to overclock and adjust memory timings yourself, I wouldn't target B-die. You can also achieve dual rank per channel using 4x8GB packages.
If it assists, your 3200C14 handles 3600 14-14-14-34 at 1.4v, then 3800 14-14-14-34 with 1.45v, followed by several other settings ranging from 4000 to 4200 at various speeds and voltages. Those are my Royals—my Black and Whites aren't quite as strong, but they're still fine.
