Consider testing it in that slot for a short time to check if the black screens persist.

It's really annoying, like when I'm playing or watching YouTube and suddenly the screen goes black, but I still catch everything for a few seconds before a disconnect noise appears. I've also noticed my voltage spiking from zero to over 700 mV.

You're experiencing inconsistent voltage readings on your Amd system, jumping between 0-700 mV while gaming, but staying stable around 700-900 mV in a different game. It seems the issue might be related to the PCIe slot configuration. Trying to switch the PCIe slot from the PSU to another port could help resolve the problem.
