I recently applied an activation code for Windows 10 Pro to get the upgrade at no cost, but it hasn’t worked. I’ve tried using the MS toolkit and the CMD prompt to activate or modify the product key, yet nothing has happened. I’m wondering if there’s a way to activate without performing a full installation. Any advice would be greatly appreciated.

Contact Microsoft support regarding your problem; they will resolve it for you, provided it's a genuine product key and not a pirated copy.

I downloaded the free upgrade from Windows 8.1 (included with my computer). I upgraded using just one key, then moved to the Pro version.

Your system ran version 8.1, and it had Pro features enabled.

Yes, you can use the official Media Creation Tool to upgrade to a fresh copy of Windows 10 Pro and have it activate automatically.
