I’m having trouble with most actions in the game. Stuttering isn’t a big issue. I turned on the connection console, and it displays 140ms latency when VSync is off, and about 60-80ms when VSync is enabled.

Are your drivers up to date? Tried disabling some settings? If it's fine with VSync on, just play like that?
