I couldn't get the OC to work properly. The system isn't stable at 5.0 even with voltages up to 1.35-1.40V. I considered lowering it to 4.7GHz and saw a slight improvement to 1.152V with a -0.065V offset, but then at 4.7GHz with manual voltage, it drops below 1.232V and crashes. Why does the CPU handle 1.152V with offset well, yet manual vCore forces it to 1.232V for stability?

It seems the manual is difficult to configure, and the load line calibration isn't active, even though it's functioning properly in offset mode.

I possess an ASRock Z390 Phantom Gaming 9 with all configurations set to automatic (LLC Level 4). Under load, voltage ranges from 1.216 to 1.232v. When using manual voltage, I set it to 1.220v with LLC Level 1, maintaining a stable range of 1.216-1.232 at idle and 1.232 during load. Dropping below this threshold causes instability; even 1.210v leads to 1.216 under load and results in crashes within 30 seconds. Adding offset voltage brings it to -65mV with LLC Level 4, giving a load voltage of 1.168v and occasional dips to 1.152v. I can push it down to -85mV for a stable 1.136v load, though it will eventually fail after some time. At -75mV, the system remains steady at around 1.136v, offering better thermal performance—10°C lower than the ~92°C baseline.
