Close the USB hub or controller in Device Manager, then restart the PC and try to reinstall.

The dongle seems to function properly when connected through a USB-C hub or adapter, but it doesn't work with standard USB ports on my Windows PC. Hi, I own a Corsair K70 keyboard with a USB passthrough for a Sennheiser BTD 600. My Gigabyte monitor uses a two-port USB hub connected to the PC, which also has my Xbox Elite charging cable and controller dongle. The MOZA R5 Racing wheel is plugged in as well. I've tried disconnecting everything except these items and left the mouse and keyboard in, but some devices still fail to connect. Note: Earlier I mentioned success with a USB-C dongle that works on other ports.

It could also be due to static buildup; test by unplugging the computer, holding the power button for 10 seconds, then reconnecting and restarting. This can reset capacitors and sometimes resolve the issue.
